On July 2, the Anhui Provincial Office of Building Energy Conservation Promotion for Wall Material Innovation organized a symposium on "Measures for the Confirmation and Management of New Wall Material Products in Anhui Province". The main persons in charge of wall transformation in cities (directly administered counties) and representatives of new wall materials enterprises in cities (directly administered counties) of the whole province participated in the symposium. Zhao De, Deputy Director of Energy Conservation Department of the Provincial Economic and Credit Commission, attended the meeting and made a speech.
Revision of "Anhui New Wall Material Product Recognition Management Measures" aims at implementing the "Opinions on Developing Private Economy Vigorously" of Anhui Provincial Party Committee and Provincial Government and the guiding spirit of the main leaders of Provincial Economic and Credit Commission on lightening the burden of enterprises, guiding new wall material enterprises to better plan the direction of Technological Development under the new situation. Fanquan Provincial Wall Reform System provides services and guidance for enterprise development. Compared with the original method, the draft for consultation has been revised in five aspects: first, it simplifies the procedure requirements, especially the procedure requirements for renewal of certificates; second, it cancels the requirement for qualified inspectors to hold certificates on duty and check and accept laboratories; third, it strengthens the requirements for enterprise product quality inspection in the transformation of city and county walls; and fourth, it clearly defines the new requirements in enterprises. In the confirmation and declaration of profiled wall products, the wall reform department does not charge any fees. Fifth, centralize the issuance and exchange of new certificates.
Participants in the wall reform and representatives of entrepreneurs had a heated discussion on the draft for comments. It is agreed that the draft solicits opinions from the time, manpower and financial resources to effectively reduce the burden of enterprises, while strengthening the supervision responsibility and strength of the city and county wall reform, to ensure that the new wall material product certification is rigorous and standardized. The draft also increased the penalty for the illegal use of new wall material certificates, which is conducive to promoting the sustainable and healthy development of the work of "prohibiting sticking".
Participants also strengthened the role of wall renovation in the management of new wall materials, the regional management and coordinated development of new wall materials, the imbalance between supply and demand of new wall materials and the strengthening of the new level of support, further reduced the declaration materials for product confirmation of new wall materials, and carried out the problem of certificate application in the market. Management and other issues were discussed in depth, and good suggestions were put forward. The leaders of the provincial wall office carefully recorded the opinions of the delegates and indicated that they would refer to the further revision of the draft for comments and the formulation of other supporting schemes.
In his speech, Deputy Director Zhao De pointed out that the reform of the provincial wall in the past two months has been fruitful, especially the suspension of fees for enterprises involved, the establishment of a positive image of the reform of the wall and the guarantee of the stability of the enterprises in the wall reform system. Faced with "the diversification of the interests of the masses and the complexity of the market environment", wall reform should grasp the general direction of developing new wall materials, establish the consciousness of service enterprises, consciously transform functions, and hand over market functions to the market.
In his concluding speech, Yang Quancheng, director of the provincial Office of wall material innovation and building energy conservation promotion, pointed out that the new problems encountered in development should be solved by scientific decision-making and democratic discussion. At present, the wall reform work is facing a new situation, with the slowdown of economic growth, the problems that could be solved in the development have been exposed; the development of new wall materials technology and technology has challenged the original management standards and management methods; and the change of wall reform policy has put forward new requirements for our management ability. In this regard, Yang Quancheng stressed that the staff of wall reform in the province should strengthen their learning, accurately grasp the policy, clarify the working ideas, establish service awareness and improve their governing ability. At present, we should earnestly study General Secretary Xi Jinping's series of speeches on style construction, consciously review what problems we have, what problems we need to solve and what we can do for the masses and enterprises in accordance with the requirements of the Party Constitution and the needs of the masses. Specific to daily work, is to act in accordance with the rules, cultivate integrity, and establish a positive image of the wall reform system.
